It was inspired by the January 6, 2021 U.S. Capitol attack. Director Peter Glanz said the film's satirical edge was directly sparked by modern political polarization. He noted that 1715 England — the film's setting — had its own "deadly epidemic, a disputed king, extreme inequity... and a polarized society taking to the streets in protest and riots," which he felt was the perfect historical mirror for a cautionary tale about greed and social climbing.
The cinematographer previously won an Emmy lighting Claire Foy as Queen Elizabeth. Adriano Goldman shot Claire Foy in The Crown; for Savage House, he deliberately inverted that regal glamour, drowning the stately home interiors in "deep oil-slick darkness" to hide the dust, cracks, and grime of the Savages' decaying faux-noble life.
